88 4.3 chevy truck wont idle or accel properly.code 44,and 9 flashes from brake light. changed module/tbgasket?

gave it a compete tune up, plugs, cap, rotor, wires, fuel filter,throttle body gasket,ignition module, advanced and retarded the timing… still won’t idle and barely accelerates. any ideas?
